That's a big question...
The quality levels of rolling stock are pretty diverse, as well as pricing. If you want to find the drop dead dirt cheapest stuff, then you should be hitting yard sales and train shows. There's also Ebay, and keep an eye out for websites that have Classifieds in them (like this one).
The Train Shows have the greatest variety, but you need to have some sort of idea of what brands, or level of quality you want at this point. Hope this helps.

I have some Cars and Locomotives I'm selling off from Aristocraft, AML, USA and LGB....I'm thinking of thinning the herd a little and maybe starting in a smaller scale.

I have all kinds of goodies from that era... Pennsy FA / FB-1's, 40 Foot Boxcars, Flat Cars, Steam Locomotives, Tank Cars, Cabooses, And 3 Bay Coal Hoppers.
