What are you using for roadbed? Cork? If so just glue it to the foam with white glue.(This way you have a fair chance of taking it up when and if you want to change things)
As for attaching the track to the roadbed just use track nails in the predrilled holes in the ties.Once you have the track "EXACTLY" where you want it just put down the ballast and glue it down with a 50-50 water/glue mix (add a few drops of dishsoap top it) the ballast once it is dry will hold the track in place just like the prototype.
